I am planning to install Advanced Configuration Tool 3.3. I am thrilled with the features.

But I came to know that it need Framework 3.5

1. Does the framework drain my battery more?
2. Does the Advanced Configuration Tool 3.3 drain my battery more?
3. Will these softwares slow down the perfomance of phone?

No, the Framework is required to run the various applications developed in .NET
