When having the JOGGR set to scroll you will have a nice click sound. When you set your phone to vibrate this goes away. :(

Anyway to set the phone so that the click sound is always active?

The point of settings the phone to vibrate is to disable ALL sounds. I doubt there's a way to still make it click... But, you could always create another profile where you set all the sounds to "None", and call it something else other than "Vibrate".
