Is there any way to open up the official Sprint ROM update from HTC's site and add/remove programs from it in PPCKitchen?

Why would you want to do that???

well cuz like I would just feel better about putting a custom rom on my touch when I knew it was from an official rom. don't know if that makes sense to yall. but if there was a editable rom that had everything from sprint on it then that'd be good

PPCKitchen.org produces basekits and oem packages for building roms from the ground up.

What you have described is taking an existing rom, decomposing it and removing unwanted pieces. This too can be done, but you might want to check some of rstoyguy's stuff over at ppcgeeks.com ... he has kitchens available for different carriers, like sprint.
