StartBar Skins??

Can anyone please tell me how or if it is even possible to make a skin (without using STK) for the startbar on a WM 6.1 Moto q9c??

I would be interested in knowing this as well. Particularly I would really love to be able to make the start bar flat black! I can't believe stupid WinMo can only have GREY glossy bars. So ugly.
