"the phone is not ready" error

Each time I try to send a text message I get a pop up saying "The phone is not ready. Wait 15 seconds and try again". This has persisted over the last two days even after hard reset!!!. problem with incoming messages and out also when trying to get to phone settings the same error pops up.
