When you say Mogul, I assume you're with Sprint, correct?
If so, then my advice to you is to try to flash on a radio via the MicroSD method (do some searching) if you want to try to save all data on your device.
If that doesn't work, then you will have to flash the Sprint Official ROM onto the device. See HTC Mogul Update: http://www.htc.com/us/SupportDownload.aspx?p_id=75&cat=2&dl_id=73
If you aren't with Sprint, you should still try flashing on a radio (I recommend the 3.42.50 release from Alltel; radios are not carrier specific) via MicroSD.

Ok no its not w/ Sprint and I do have a MicroSD card but I can't get the phone to stop turning on or off when it turns on it stays on for like 4 sec flash the No Radio and then restarts all over again.

Try plugging in your headphones while you do it.
