as a new smartphone user i have noticed a large amount of roms available for flashing and updating an ailing htc tornado..... but where to start?
if anyone can provide details and download locations to the best and tried and tested roms worth trying out i would be very greatful:D

So far, you've completed the 1st and most important step. You came to the right place to get your software :)
Read thrue the threads, pick one that sounds nice and sweet to you. Then go to Karhoe's Guide and follow instructions there on how to flash. Make sure you do your downloads and follow instructions for software that apply's to your phone.
I can sugest the 3 that are on my signature. I've tested all 3 and all are great ROM's. If you are looking for something powerful with tools that you will need as you learn to use them, try Nitro's Platinum SP1 ROM, If you want something fancy, with my5's, an extraordinary work try Shadow/Neo ROM by Rickwyatt; if you want something clean, new, latest WM featured rom, try sGreg's Rose Rom. So, start by reading those threads and see what others say, and make your own decision.

I can recommend 2 ROMs:
BD's Really Clean V2 5.2.20273 (Build 19593.1.1.7)

Very good, stable, fast and quick booting ROM. And as name indicates, it's clean. The best if you want classic WM6.1 features.
BD's V4 OS 5.2.20757 (Build 20757.1.4.0)

A new one, I'm using it for a week, no problems so far. A little bit slower but has a few new functions (better contacts, calling screen etc). Booting is noticeably slower. But overall it's the best if you want to use most recent build.

on what kind of device are you using this rom? I'm asking because I also tested it, it's great but I had trouble with Comm Manager and volume buttons and many other people did.

SPV C600. Comm button is not working but I assumed it's only adding a shortcut (and I had no time to do this). Comm Mananger app and Volume buttons are working fine.

yes, on the spv c600 everything works greate.

comm manager start when you long press the star button ("*")
