weather database editor

How do you install weather database editor on alltel htc touch pro? I know this is stupid but I am new to the smartphones and cant seem to figure it out. I want to add my city to the weather app on the phone. I have downloaded and installed compact framework 3.5 and have downloaded wde 1.1 modified but cant figure out how to transfer it to the phone. I have read through post after post on this subject and cant seem to find the trick. Everything I have read just says install it but doesn't tell you how. Can anyone help me?

think it's more a problem of nobody knowing any "weather database editor" program rather then people not being able to help you install a program

hello, i'm new to all of this as well and like you i cannot figure out how to install the weatherbaseedito to my touch pro. framework 3.5 went well. there is nothing like an exe file or anything. Please help us! grtz
