i cant receive and send any sms!!! Lamson's Prophet ROM CE OS 5.2.20764

My problem is; when i send an sms, it first then gets into outbox in order to be sent but it stands there for a long time, then finally not delivered to recipient and i cant receive any sms!!!
Rom information: Lamson's Prophet ROM CE OS 5.2.20764 ( Build 20764.1.4.3 PV ) Radio:2.69.21 Device:G4
Please help!!! :(

when i check Text messages service center setting allways say "Cannot read settings from the network"!!!!
