Remap short_MSG.lnt to LowLight, Help ?

I want to remail the message link to LowLight. I change \windows\short_MSG.lnk from 9#tmail.exe to 13#JOGGRInfo.exe. Now the key does open the LowLight but it also opens email/messaging. How can make to do open of LowLight only ?
