[Q] Internet settings - always connected or only when needed?

Hi,

sometimes it seems as some settings would just simply disapear... or at least I cannot find them anymore also after an intens search. :(
What I am looking for right now is the option whether the phone should be connected to the internet all the time or just when an application requests it. Where can this be set?? And where can the option to vibrate as soon as the connection is established be activated? :confused:
