Call forward only after 20sec

In the settings from my phone off services/callforward my phone has a setting which supose to ajust the time for callforwarding, when I try to change something in it, for example the delay time before forward the call to my voicemail, than after I set it it goes back to 20 seconds I can't switch it off either.
Does this mean that these settings only can be changed by the network operator, or is there something wrong in this phone or is this programed in the rom, if so is it posseble to change these settings some other way?

only the nettwork can adjust these settings for you call in ur local service provide and ask for the procedure!!! for my country we can make it go upto 45sec
