TouchFlo 3D custom weather

First Off please notice I said touchflo 3D not 2d I have already searched and no threads found in this area with the keywords "Touchflo3d Wather" I am running DK10 with the newest 3d and I am liking it but I can't find the file I need to edit to put in custom citys under touchflo2d is was HH_0409 but no such file exsists in this version can anyone point me to the correct file to edit?
