cooking program in rom

(how convert program to program.exe , imageinfo.bin , S000 , S001 ... in BaseApps folder path) i want put File Explorer Extension v.2.05 in my rom (cook it) but after input to sys folder and buil rom and falsh not run this program .
and also i put A2DP (Zoki) in SYS foler (dll and rgu files) but not work .after flash value and key and this path
[HKEY_LOCAL_MACHINE\Drivers\Active\43]
no exist
pleae help
