HELP: Step by Step on Flashing the Touch Dual (US Version)

Can someone as to be so kind to explain step by step on how to go about flashing this particular version of the Touch Dual **I've never done it before**

Because its seems as though alot of these ROM's are for the European version.

Yes, a lot of the roms are for the Euro (Niki). Ours is the Neon.
