There are two options:
With HardSPL (http://forum.xda-developers.com/showthread.php?t=358225)
Without HardSPL
With is to use any custom ROM found on the ROM's thread. (http://forum.xda-developers.com/forumdisplay.php?f=349)
Without limits your selection greatly.
You can install ROM's in two different methods. RUU (Rom Update Utility) or from the MicroSD card (1gb or smaller (results may vary by brand of card)) by placing the "nbh" file on the root of the MicroSD. Using the phones bootloader.
You can learn about all ROM's and find your preferred ROM and most authors provide the "How To" in their FAQ's. In other words they will specify how you can install their ROM.
Just a note most of the prolific ROM cooks that made the popular ROM's have retired in some manner or another. Your selection will be limited to the greatest hits from their retired library of ROM's. Since the Herald is an older device now-a-days you can not expect much as in "new" to make this device fresh and exciting. I recommend looking into these cooks/authors work.

Their ROM's were updated and reviewed by many users and have been optimized to most functionality as possible.
Note: The opinion I have referenced and stated is purely my opinion and not to be considered any definite fact towards this topic. In other words opinions are just opinions you need to come to your own conclusion.
