complete steps for adding a theme

I'm stuck on getting the theme to show under the theme selector box

here's what I have done this far...

I copied Diamond TF3D Config Setup v0.6.7 to my internal storage then from in the phone I opened that file's saved location and clicked to install. It asked me where to save it and I selected "device". It did it's thing and when it was done restarting I removed the file from my internal storage.

So far did I do this right?

Next I downloaded a theme and made a folder inside my internal memory called "themes" (seen that step on a post somewhere)

Now when I go to start/settings/today I don't see the theme listed. What did I do wrong here?
