I've been wondering about that as well...
AFAK it's possible to change the startup and shutdown splash screen using Advanced Configuration Tool (http://www.freewarepocketpc.net/ppc-download-advanced-configuration-tool.html), but I haven't found an answer for this doubt so far...

iv tryed Advanced Configuration Tool on my elf with no success.. unless im doing summat rong but im sure im not that stupid if i can use a ppc ! lol
