Help ~ extended rom's not working

When flashing my o2 atom exec, during the the extended rom install, on the phone screen is a message "format failed" , at 6 percent every time, although when installing just the OS its fine.

i have no memory card in the phone or sim card (if that makes a difference)

any ideas would be appreciated
