off couse it can, its all about stabillity.
even a chief release the ROM with beta status, many bugs still contain inside, and many complain will be come ;)
still learn many and fixing bugs inside

I dump 2 ROM WM6.5, and so far all of the WM 6.5 ROM is China ROM, not WWE, and they modified it to english, the base ROM still china.
