It's WM 6.5's Titanium home plugin. It comes in itje's Touch-IT 21202 wm6.5 RC1 rom and most WM 6.5's out there.

Use the WM "built-in" Pictures & videos program and choose Menu / Set as today background and you can change the transparency level to 0 ;)
