How to convert WMP skin to another size?

Hi everyone! I came across this beautiful WMP skin made by punx69, but it is only available in WVGA. I would like to convert it to QVGA but do not know how I should go about editing the svg files. I was told that the svg files can be resized using a text editor but I don't know which values within the svg file to change. I'd appreciate any help! Thanks!
