A program that can do nk.nbf--->OEM+SYS? PKGTool no work.

I want to build a new build, have OEMDrv of Himalaya + SYS from another device.What do you think I make?There is another way to build over 21189?

Chinese friends make new build every day, it would be good to have 1 tool for creating new 6.5 ROM.All kitchen (which I know) does not fully (allows you to edit the dump) and errors in registry(rgu).Which files, folders, *. dll need replace in the dump to the new, to raise the version of assembly?
There is a finished kitchen WM6.5 for Himalaya?No doubt Chinese friends have the tools, I have asked them to help, but my he just do not begin to hear.
