[DEV] HTC dll reference problem

Hi ,

i am developing application , for HTC HD .
i want to access the Weather DB or just use some dll i have i belive its by HTC .
when i try to add it to my project , i cant because i think they protected it.

anyone had this problem ? and has any idea ?
or can i get those dlls from some place ?
any idea will be good :)
