Okay I just updated my AT&T TIlt witht he Windows 6.1 ROM from the site, but now I get a GPRS error all the time now and I need the ROM for how it ships but on HTC I can not download it.

That being said, here's your answer:

The Kaiser Wiki (http://wiki.xda-developers.com/index.php?pagename=HTC_Kaiser) contains a section dedicated to original shipped ROMs.

maybe your radio version is not compatible with Windows 6.1 rom.....
