ARTE200 ROM upgrade Problem at 3%

Dear All
I am having ARTE200 . when I bought this it was in Korean Language I upgrad the ROM with some DOPPED D800 ROM and now I am stuck . I am not able to upgrade or downgrade any of the ROm its getting stuck at 3% all the time . I tried USPL as well .

ROM Version : 1.28.0.0 WWE
Radio Version: 02.69.90
Protocol Version : 4.1.13.30
ExtROM Version : PDAMOBIZ.com


IPL : 3.07.0001
SPL: 3.07.0000
GSM:02.69.90
OS : 1.28.0

Flash the factory rom suitable for your cid.

SPL seems to be locked!
shall be SPL 1.11 to upgrade with non ufficial ROMs, else you can only upgrade with original Korean ufficial ROMS of the same Provider...

download, run, soft reset, notice New SPL change, then Flash a new rom..
