Tools to make keyboard layout for HD?

I want to translate my HTC HD keyboard to my lang.
there is no keyboard for my lang (hebrew) that works with Dutty 3.3 XT. so i want to make one.
Someone can help me with a tool? a guide? some information that can guide me?
