no, that wouldn't work.
Windows doesn't know how to read mp3 files as alarm tones.
You need to convert it to a wav file.
you can use dBConverter to do that.

and then you go to start/settings/Sounds & Notifications/notifications.. and choose Phone:Incoming call.. and then change.

and about the wallpaper... I think someone created an app here.. but i can't remember its name and i'm not quite sure it'd work on any ROM with any shell.. you should try searching till you find it.
