Here's the fix on the support page of HTC:
Hotfix for resolving can’t dial out but can receive calls through the PCCW network for HTC Touch Diamond2
Date : 2009-05-25 Category: Hot fix
but ... only on the US server and only for HK users!

Looks like a radio ROM. Won't flash on European Topaz, complains about Vendor ID

when you look inside the RUU may be its an radio update.
The RUU check the version of rom : 1.40.832.1

tried to run on WWE Rom does not works...
Only work on CHT ROM (Chinese)

HTC website stated that the hotfix file is to be run in device, but the file (in 12MB) needs to run in host pc instead. This RUU file stated the device ROM will be refreshed and all data will be erased after running. This seems like a ROM upgrade.
This is what HTC website stated:
"Copy the hotfix, which is an .exe file, to your device. To install the hotfix, tap the .exe file and follow the on-screen instructions."
Does anybody can run this hotfix file directly on your Diamond2?

No, I couldn't. I can run the downloaded file on PC only, but with very strange characters.
Does someone start the update?

It is a regular RUU style update, it basically updates the Radio ROM. Will only work on an Asian device or one with Goldcard
