internet explorer not responding

hi guys. i have just bought a Qtec 2020 and when i try to connect to the internet the explorer says this page cant be found. it does the same for wifi too...wat could be the problem?

Known bug/feature. Try running \Windows\Welcome.exe, follow the instructions (calibrate, copy appointment etc. etc.) and try again. The Explorere will probbably work again.
