SIM unlock before flashing with new rom or vice versa?

I just ordered the att tilt off ebay to use on tmobile, now do i do the sim unlock first and is it unlocked fully to flash with any rom after or do i flash with a rom i want first then unlock.

also someone said that the latest 6.5 roms found on xda can unlock a tilt, that true?

1. if i'm not mistaken, if you sim unlock it stays unlocked.
2. sim unlocking isn't associated with the ability to flash ROMs
