Hello

To All User Of HTC Universal :

I Have a problem with my screen, sometimes always jump to the top, i mean when i pressed menu like setting, always go to top, somehow when i pull out battery for 5 minutes screen normal again..........the navi key not working properly like disable button

i tried to change my ROM to original, still same, is it hardware or software problem?

My feeling is your nav button is stuck in 'up' position or the pad under it is damaged. The fact the same happened when you flashed the original ROM means it's your hardware.
