I did download and run

1.09.25.23 rilphone.cab

without knowing what I was doing, and now my Diamond is stuck in Airplane mode.

What do I need to do to 'undo' the operation?

I was hoping on something less dramatic, like downloading the old dll somewhere and updating the registry with the registry editor.

Phone is off.

In comm manager Phone is enabled.

If I try to set phone on, it makes me wait a few seconds, but when it comes back the phone is still off.

have you tried uninstalling the rilphone via remove programs, baring that you could upgrade the Radio ROM to one of the many found in the associated threads, and finally as a last resort - a hard reset

just delete the rilphone.dll in your windows folder.
After that the original rilphone is used
