Need assistance and suggestion

Hi,

I just got my tilt AT&T 8925 phone back from HTC for repair. HTC wiped out my phone and build everything back to original setting as below. Also, SIM locked now. I am not AT&T customer now, so I can't call AT&T to get the code to unlock it.

Please give me some suggestion. How can I unlock the SIM network? Any stable ROM and Radio that I should upgrade from this manufactory setting? I perfer to have a phone that I can read Chinese. Thank you very much.
