Why my bluetooth icon is always in red?

My bluetooth icon is always in red, and I can't transfer files. My OS is WM6.5

My problem is resolved:

HKLM\Software\Microsoft\Obex\
:IsEnabled- 0x1
:ObexServiceMask- 0x3

Also set "Activate IR" to ON in ALL Profiles
Then perform a soft Reset..
OBEX file Tranfer functions Normally now!!
BTW: just setting IsEnabled to Ox1 will not work.. Also You need to Set the ObexService Mask to 0x3!!
