Change Windows on HTC Touch Pro2

Hello everybody,

my customer just bought himself a HTC Touch Pro 2 (O2)
over here in germany.
As you probably know it comes with windows mobile 6.5 but in german.
We can't get any language-packs for this phone and the store though as o2 say that they cannot exchange the phone.
The HTC-Support said that there is a possibility to reinstall a iso or something like that. P/N: 99HHL039-00
How do i do that? What do i need for that?
Is there a service for that? I know that it would erase the guarantee and the customer would agree to do it.
