welcome to the forum, the screen you are describing is actually the bootloader, which is needed to flash the device. if you are absolutely positive, that you flashed a rom already, try pressing reset+power, and then camera+record. if you see a 4 coloured screen with a tiny menu, stating:
enable kitl: NO
clear reg. hive: NO
format storage: NO
use the camera and the record button to adjust the menu to say this:
enable kitl: NO
clear reg. hive: YES
format storage: YES
and confirm your selection with the mail button, if you didn't get that, have a look at this site: -=Click Me=- (http://wiki.xda-developers.com/index.php?pagename=BlueAngel_WM5_For_Beginners).
if that didn't work out, and after resetting you are still in bootloader mode, you should go through the following wizard and read on what you missed out on, when you attempted to flash the device: -=Wiki=- (http://wiki.xda-developers.com/index.php?pagename=HTC_Blueangel_WM6_WizzardMain) there you say, you want to upgrade to wm6, from wm2003 and set your os, and it tells you what steps to do, and IMHO, i think you left out a lot of steps, asking a question like that.
you should probably start over, flash wm2003 and start with the wiki link, and follow it step by step. if you don't have wm2003 anymore, please visit -=xplode's shipped rom archive=- (firmware.atspace.com) and download it there.

Chef,
While it is bootloader, if you look carerfully, it reads that he has version 2.5 of bootloader???
I heard about newer versions of this and also that they had caused problems in the past. He will probably have to flash back the bootloader to 2.03 for it to work correctly.
@robes,
If you soft reset the device, do you still see this screen? If so, you may have to use mtty. By the way, next time you have questions, please post them here (http://forum.xda-developers.com/showthread.php?t=501989)
Also, if you are going to get rid of it, I could put it to good use :)

damn, you are right, i completely overread that, i thought it was 2.05 (the same as mine actually), while many people have 2.06 or 2.07 and as i know from my own device that that bootloader never makes problems, i assumed there was nothing wrong with that, i am sorry, but sadly, he seems to have given up already...
