Country ID Problem Error 120 (Cotulla)

I downloaded the HTCMAG_ROM_WWE_O4.rar rom and wen i run the update program the mag restart into bootloader and den an error comes on the screen

Error 120: Country ID error 38-38-N-25-38

tell me how to correct this error and install your rom,

my Mag is

R 1.12.00
G 1337.42
D 1.12.00 wwe

I followed this method but it didn't help getting the same Error 120: Country ID error.

FYI, I edited the RUU.conf file and added [CHECKCEID_TYPE]=1 as given in the document.

nobody know how fix that problem? i only can install german version. But That noid program seems doesn't work at all. How install to my t-mobile mda compact orginal rom and then cotulla's wm 6.1? please help me on that
