outlook can't create new account

my mobilephone is bluebelt (ZTEN61)

and i try to configure outlook to receive mails. and i find that the account can't be add.
click add new account , no reaction.

please tell me how to handle this.

if some idea can make me to trace this problem ,also helpful, thank you.

that happened on my HP Ipaq... i did a Hard Reset to fix it.
