If you mean making free calls with no service plan, no. You need some carrier to authenticate you to use their network.

Either urban myth or the person was using a service like skype.
without authentication with a network you can't make any calls beside to emergency services.

Bisides that, even IF there was a way to misuse a device to make free calls, it would involve in hacking a carrier (or at least the cell) and breaking several laws.

This board is all about modifying devices, and their software. Not about cracking/hacking cell services.
