When you undervolt on franco's kernel you are adjusting the ranges that the Multi Core Processing Unit (MPU) can choose.
I'm not an expert but I remember this as being the same a HAVS (AVS) a hybrid adaptive voltage scale.

Now how this effects the choosing of the right voltage by the MPU, and how much energy is used choosing the right voltage, and whether you are strangling the MPU of voltage, I don't know!
I do know if you go too low very bad things happen, at any step of the scale, so even if 350Mhz is low, and 1000Mhz is "too" low, bad things a foot.
