Default Does Google Pull From Public Repos?

Each time there is a source code drop from Google, devs in the community make fixes for their own custom roms.
Does Google ever pull any of these fixes/features back into the core?

Custom ROMs for kitkat are getting quite stable now.
Once 99% of the issues are fixed, is it conceivable that Google would/could take the patches and put them in the core for an official gnex release?

Google probably wouldn't make an official GNex release. IF you want a ROM that makes your phone look exactly like a stock Nexus 5, give Shiny ROM a try.
