I think he's trying to say that MMS is delivered over mobile data, not wifi. You can still send/receive MMS while connected to wifi (it will use 3G.)

MMS defintely seems to be quirky, but with reason (i think). Mostly with my wife since she uses it alot, but I've felt it as well. By quirky I mean; normally I have auto retrieve checked on the sms settings, however if I'm on wifi and have 3G off, I obviously wont' get the mms. So I turn off wifi, switch on 3g, and sometimes it auto downloads that mms. Sometimes though if you uncheck that auto retrieve in settings, you will get a "download" button rather than a "downloading" button. You can then hit "download" and your mms will show up in under 30 seconds.
Generally that works as a workaround, and maybe its just normal behavior for people like me that keep their 3g off. Hope that helps others...give it a try.
