I used the most recent TWRP.
Maybe a bad download?

Sounds that way. Mine just booted fine. I'd also like to make mention that I went ahead and flashed PA mini 4.4.4 Gapps just in case.

Edit: I have had one strange bug which I'm going to attempt to fix by removing it and reinstalling it. Hangouts will not run fullscreen. It defaults to multi-window.

ill try another download and i tryed to boot without any gapps still wont boot ill try another clean download thanks

I can't seem to get out of preferred network (roaming) on the latest build. Any tips on how to fix it?

Did you redownload it? It could be a bad download. It boots for me also what gapps package are you using?

Not the only one... I had the same issue. Its not actually roaming. I remember awhile back CM11 had the same issue.
