Only stock 2.3.6 and 4.1.2 from Samsung supports video calls (if you meant 3G video call).

Any 'clean' Android like AOSP, CM does not support 3G videocalling because it's heavily patented.

You can only make Internet videocall via Hangouts/Skype/etc

I think it even not working on stock 4.1.2, but do not trust me 100%. It was disabled since it.
