dB is Decibel an is used when you use a logarithmic scale instead of linear one. The m is from Milli meaning 1/1000. What I'm not clear about is the reference, as dBm misses here Volts (V) or Watts (W). Usually Volts is meant. You can look up the exact formula for getting the absolute value in Wikipedia. One example for milliVolts: +3dBmV= 2mV, 0dBmV= 1mV (that's also the reference). -3dBmV is 0.5mV, -6dBmV is 0.25mV,-10dBmV=0.1mV......and so on.(different on Watts!)
