Please tell me if any KITKAT ROM for i9100 is having video call option in contacts for INDIA please.

Nope.. but you can use apps like Viber , Skype , Google Hangouts for this purpose or install Stock Samsung 4.1.2 for this purpose...

if you are on stock 4.1.2 then you can video call through the Cellular Network...

Then you can use only those apps which i've mentioned in order to use video call because only Samsung is the Android OEM who provides Video call through cellular network in its Official Stock ROMS since its First Galaxy S Model..
