Go to Settings>Apps and clear Play Services and Play Store cache and data. If that doesn't work try a new GAPPs package.
Main Device: Google Nexus 5
Other Devices: Samsung Galaxy Note 2, Samsung Galaxy Tab 2 10.1, Samsung Galaxy S2, Motorola Moto G
Retired: HTC Hero, HTC Wildfire S, HTC Desire HD, Samsung Galaxy Note 1

Try Slim or PA GAPPs, and clear cache and Dalvik in recovery after flashing / before reboot.

No one else in the PAC ROM 4.4.beta-1.0 thread with the same issue?

In that case it might just be a bad flash or corrupt ROM download.

If Slim or PA GAPPs + cache/Dalvik wipe don't work then re-download the ROM, do a full wipe and then clean flash as per instructions in the ROM thread.
