Everytime I flashed a new 4.4.x ROM, my sim toolkit is missing. But when I flash neat rom jb, it's there. What's the problem with this? Thanks

What rom are you using?
You can check the roms zip file, but i don't think you'll find the apk there.
Search and read before asking questions!

stk.apk is present in system/app. I wonder why everytime I flash a new ROM, I can't see sim toolkit in application list.

Then it's installed on your phone. Check your applist in settings.
What do you want with the toolkit?
