Default SELinux to permissive

hope its ok to ask this here, if not then request a moderator to please delete or move.

wondering if anyone knew how to change selinux to permissive on att s3 i747 (found app in playstore but wont work on s3/// have googled and searched without luck.).
as i understand it, it is in the kernel, any help/advice/direction would be greatly appreciated.
(why change it??? same reason for me to root my phone=== its MY phone)

Can you please explain what happens with regards to the app when you try to change the selinux status?
